Brief description 
War Child Holland (WCH) is an independent and impartial international non-governmental child rights organization investing in a peaceful future for children and young people affected by armed conflict. With a focus on child protection, mental health and psychosocial support, we strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WCH has been working in the oPt since 2004, and has offices in Jerusalem and in Gaza.

Objective of the job
The Programme Manager – Gaza (PM-G) ensures that the Gaza programme is implemented as per agreed upon strategy and guidelines to achieve the highest possible impact for the most affected children and communities while safeguarding humanitarian standards and War Child’s code of conduct and Child Safeguarding Policy
PM-G is responsible for the overall implementation of the programme in Gaza. This involves contributing to program design, and then planning, implementing, monitoring and reporting on all programme activities in order to achieve the set goals and objectives as effectively and efficiently as possible.

Position in the organisation
The PM-G reports to the Head of Programmes (HoP) and has essential functional relations with the Programme Manager – West Bank, and the Operations Support Manager (OSM). The PM-G consults with the Country Director (CD) and Regional Technical Advisors on relevant specialist technical issues.

Result areas (max 5)
Result Area 1
1.1 Programme Management
•Responsible for the appropriate design, planning, implementation of projects in Gaza within the country framework; 
•Contribute to the development and writing of project proposals in close collaboration with the HoP;
•Monitor and evaluate (or coordinate evaluation of) the implementation and quality of programme and activities in close collaboration with HoP and other members of oPt team;
•Provide ongoing technical support to Gaza programme as needed in response to M&E findings and requests (in close consultation with HoP and regional technical staff);
•Keep the Country Management Team (CMT) and donors well informed about the progress of programme implementation;
•Develop and complete donor reports and conduct grant management tasks in compliance with donor requirements;
•Ensure timely delivery of quality internal reports to HoP and adequate budget control of the programme; 
•Capture and share lessons-learned with CMT for future programme and project design;
•Contribute to the development of the Country Strategy and the production of the annual plan in close collaboration with the HoP and the CD;
•Ensure documentation and filing of critical programme information in close coordination with the team and the HoP. 
•With partners, monitor local needs and developments in close collaboration with the HoP;
•Actively seek advice from the HoP and regional/global specialists on programme content issues;
•Identify promising local/regional (implementing) partners;
•Support partners’ competency building by conducting or coordinating training, workshops and coaching, according to learning pathways agreed with the HoP; 
•Assess and develop capacity building plans of the local partners in consultation with the HoP. 

1.2 Child Safeguarding

•Act as Child Safeguarding (CS) Focal Point Gaza
•Report any CS concern identified within the organization at all levels to the CD/HoP, in full confidentiality and best interests of the child;
•Ensure all staff under supervision have read, understood and signed the Child Safeguarding Policy (CSP), and are aware of terms and conditions, in coordination with HR;
•Provide briefings to new staff, suppliers and partners on War Child’s CSP;
•Ensure that partnerships agreements include clear commitment to respond to CS concerns, through signing a child safeguarding policy and regular trainings and coaching;
•Ensure that CS is applied throughout program management cycle, including procurement, communication, finance, in coordinator with OSM.

Result Area 2
Maintain network of contacts/representation
•Ensure appropriate communications, information exchange and sharing within team as per agreed communication lines;
•Develop and maintains proactive relationships – depending on contexts and relevance – with local institutional and non-institutional actors, CBOs, the UN agencies and cluster coordinators, donors and communities; 
•Represent War Child in meetings/coordination platforms according to oPt participation matrix.

Result Area 3
Management of staff
• Manage effectively the Gaza programme field implementation staff by guiding, coaching, instructing, and motivating;
• Conduct appraisals and feedback for direct reports; team development and discuss career perspectives;
• Promptly report serious issues of concern among the team to the HoP for support;
• Prepare terms of reference for programme implementation staff and volunteers in coordination with HR;
• Recruit support and (implementing) programme staff/volunteers for the field locations.

Result Area 4
Operations/ Finance and Procurement management
• Report new information from the field on security situation, incidents and coordinate with Security FPs in WB/EJ and Gaza;
• Take overall responsibility for Gaza programme and projects budget and manage these together with the OSM and Finance Officer (FO) in accordance with internal policies and procedures;
• Contribute to the budget design of any new project in close collaboration with the OSM and FO;
• Ensure that Gaza programme staff are aware of donor and WCH procurement rules and report adequately, in close collaboration with OSM and FO;
• Ensure that Gaza programme staff maintain efficient financial control (of cash flows, local payments, etc), accountability standards, procedures and records in close collaboration with OSM and FO;
Act as budget holder for the Gaza projects.

Profile
Knowledge
• At least University degree in social science, social development, psychology or related field
• Knowledge of current principles and practices of MHPSS, Child Protection, and Child safeguarding in (post) conflict areas
• Strong knowledge on Project Cycle Management
• Understanding of M&E tools and evaluation
• Specific knowledge on child protection and MHPSS systems and practices in Gaza
• Knowledge on relevant international minimum standards and guidelines (CP/MHPSS)
• Good understanding of humanitarian principles and UN Convention on the Rights of the Child
Experience
• Minimum 5 years (I) NGO work, preferably with children.
• Minimum 2 years in MHPSS and/or CP programming
• Minimum 2 years’ demonstrated programme management experience at a similar scale/level of responsibility
Skills
• Strong critical analysis and strategic thinking skills.
• Report and proposal writing skills
• Leadership and coordination ability.
• Excellent communication skills; ability to give and receive feedback.
• Affinity with children and young people.

• Familiarity with creative methodologies.

• Fluency in English (both written and oral) and Arabic.
