With the Programme “Strengthening of Police Structures in the Palestinian Territories”, Germany is making a comprehensive contribution to developing the capacity of the Palestinian Civil Police (PCP) as part of an institutional development process of their forces. The objective is as follows: The PCP operates to professional standards. Its approach is citizen-friendly and it acts in accordance with the principles of the rule of law. The police forces ensure security and order while respecting human rights. Strengthening community relations is a central part of their work. To this end, the community policing approach is mainstreamed in the context of structural reform in all police stations of the West Bank. The PCP is further developed to carry out professional, transparent and citizen-oriented policing tasks at the community level.

Junior Community Coordinator (Full-time)
Responsibilities and tasks include but are not limited to:
The Junior Community Coordinator will be responsible for the following tasks:
Supports the Palestinian Civil Police (PCP) in formulating project action plans and ensures process-oriented approach
Supports the PCP, particularly the PR & Media Department – Community Policing Unit, in formulating and conducting community outreach plans and activities (i.e. implementing of memoranda of understanding between the PCP, local government institutions and community-based organizations)
Provides support in implementing daily operational aspects of all issues related to the programme
Responsible for coordinating and implementing community-related activities. This coordination is jointly carried out with the PCP personnel in the HQ and also in the district level. Such activities include preparing, monitoring and documenting training events, workshops, forums, and team meetings
Prepares Terms of References for international and national consultants according to the technical and conceptual needs, follows up on deliverables and monitors the quality of outcomes
Prepares PCP materials to boost capacities of police officers in community outreach matters
Assists national and international advisers in carrying out their work in the area of Community Development
Supports the SPS team in monitoring and updating information on programme progress, documents and reports regularly on the programme activities
Prepares training plans and ensures that training activities are suitable as agreed upon
Assists with PR work for the programme
Conducts regular site visits to ensure capacity building activities in the area of community outreach are being met

Required qualifications:
University degree in Sociology, Political Science, Public Administration or any other related field
At least 3 years’ professional experience in a comparable position with solid understanding of community development work
Previous exposure to police work would be a strong asset
Fluent in English and Arabic. German is a plus
Strong computer skills, particularly in MS Office applications (e.g. Word, Excel, PowerPoint)
Strong management and organizational skills
Excellent communication and interpersonal skills
Fast learner and team player
Ability to work under stressful conditions, self-initiator, flexible and able to work in a multi-cultural environment
Willingness to upskill as required by the tasks to be performed
At least 3 years’ professional experience in a comparable position with solid understanding of community development work
